Dans la Chine misérable de la dynastie des Qing, le contrôle du grand port de Canton se dispute entre le gang des Tigres noirs et celui de la mer du Nord. En 1868, un jeune justicier, Wong Fei Hung, va s’infiltrer chez les mafieux pour tenter de libérer les dockers de cette corruption.
