Une vieille dame vient en permanence déposer des plaintes au bureau du quartier dès que quelque chose ne va pas dans la vie de son quartier. C’est toujours le même jeune fonctionnaire qui est là pour noter ses doléances. Celui-ci a du mal à la supporter, mais tout va changer lorsque la vieille dame va se tourner vers lui pour qu’il lui apprenne à parler anglais.
